ESA letters and housing in San Antonio
San Antonio's fair housing office leans on conversation before confrontation. If your landlord balks at an emotional support animal, the city will usually try to settle it informally before anything is handed to HUD. Here's how to use that, and what to do when talking doesn't work.
- Booking is free, and you pay $129 only if a letter is issued
- Signed PDF letter, usually the same day

A mediation-first city
The Neighborhood & Housing Services Department runs San Antonio's Fair Housing Program. It describes itself as a HUD-approved housing counseling agency, and its work covers tenant-landlord mediation, mortgage counseling, outreach and help with discrimination complaints.
When you bring a discrimination complaint, the city's first move is to try informal resolution with the landlord. If that doesn't settle it, the program refers the matter to HUD. That's a real difference from Dallas, where a city division investigates under its own ordinance. In San Antonio, the city acts more like a go-between.
For many ESA disputes, a go-between is exactly what's needed. A lot of refusals come from a leasing agent who doesn't know the rules or a small owner nervous about damage, and a neutral call from the city can clear that up faster than a formal case.
Moving a dispute up the ladder
- Put the request in writingEmail or use the resident portal. Attach your letter and ask the property to confirm by a reasonable date.
- Follow up onceIf there's no answer or a flat no, reply asking for the reason in writing. Keep it calm and short.
- Call the Fair Housing ProgramReach NHSD at 210-207-5309 or visit 100 W. Houston St. Bring your lease, your request and every reply.
- Try informal resolutionCity staff will usually contact the landlord. Many cases end here with an approval or a compromise.
- Escalate if it stallsIf talks fail, the city refers the case to HUD. You can also file with the Civil Rights Division at TWC instead. Pick one agency, since a complaint can't be filed with both, and TWC wants it within one year.
The Non-Discrimination Ordinance
San Antonio also has a Non-Discrimination Ordinance, linked from the city's discrimination complaints page. It isn't an ESA rule and doesn't create animal-specific rights. If you think the treatment you got has to do with something beyond disability, ask the Fair Housing Program whether the ordinance applies to your situation.
Older homes and owner-occupied units
Plenty of San Antonio renters live in older neighborhoods where the landlord is a person, not a corporation: a duplex in Beacon Hill, a garage apartment behind a house in Southtown, a fourplex where the owner lives in one unit. Those arrangements matter legally.
Texas Property Code §301.041 carves out small buildings of four or fewer units where the landlord occupies one, plus some house rentals by a person owning three or fewer houses and renting without an agent. If your rental fits one of those descriptions, the state accommodation duty may not reach your landlord. Ask the Fair Housing Program before assuming, and a friendly, direct conversation with the owner may matter more than any statute.
Newer complexes along Loop 1604 and in the Stone Oak and Alamo Ranch areas usually run on standard lease forms with an animal addendum and a leasing office, so a written request through the portal is the norm there.
UTSA and Trinity students
At UTSA, Student Disability Services reviews emotional support animal requests for campus housing. It publishes an ESA policy and an optional form your provider can use, and its office number is 210-458-4157. A review committee decides, and housing then registers the animal.
Trinity University handles requests through its Student Accommodation Services office. At either school, the ESA is a housing accommodation only, so plan on the animal staying in your room or apartment rather than coming to class.
Relocating to San Antonio
People move to San Antonio for military assignments, medical training and new jobs, often on short notice. If you're bringing an ESA, send the request as soon as you sign a lease, not on move-in day. Properties often need a few days to review paperwork.
If you'll fly in through San Antonio International (SAT), keep in mind that since 2021 carriers may classify an ESA as an ordinary pet. Read your carrier's animal rules and crate sizes well before moving day.
How our evaluation works for Bexar County
The appointment happens over video or a phone call from wherever you are, whether that's Alamo Heights, Converse or a hotel during a move. If an ESA is supported, the signed PDF often lands that same day.
Pricing is simple: $129 for a letter that names one or two animals, $199 when it names three or more. Scheduling is free, and your card is charged only after a clinician signs a letter for you.
Each letter shows the clinician's credential, license number and the state that granted it, and booking confirms Texas availability. When things feel too heavy, 988 answers calls and texts at any hour, and 911 is the number for emergencies. The Center for Health Care Services crisis line is 800-316-9241 or 210-223-7233.
Common questions
Does the City of San Antonio investigate ESA housing complaints?
Not the way Dallas does. San Antonio's Fair Housing Program first tries to resolve complaints informally. If that fails, it refers the case to HUD. San Antonio isn't on HUD's list of FHAP agencies.
What's the phone number for fair housing help in San Antonio?
The Neighborhood & Housing Services Department's discrimination complaint line is 210-207-5309, and the office is at 100 W. Houston St. Bring your lease, your written request and the landlord's replies.
My landlord lives in the other half of my duplex. Do they have to allow my ESA?
Possibly not under Texas law. Property Code §301.041 leaves out small buildings, four units or fewer, where the landlord also lives. Federal rules may differ in details, so ask the Fair Housing Program before assuming the answer.
Does UTSA accept an ESA letter for campus housing?
UTSA's Student Disability Services reviews ESA documentation from a qualified provider and offers an optional ESA form. A committee decides, and the approval has to be in place ahead of move-in.
Is mediation required before I file a complaint?
No. Mediation through the city is an option, not a prerequisite. You may go straight to TWC, inside its one-year window, or to HUD, but pick only one.
Can my ESA board a plane with me at SAT?
Just as a pet. Since early 2021, U.S. carriers have been allowed to classify ESAs that way, which usually means paying a fee and using an under-seat crate.
