Panic attacks

Panic attacks and emotional support animals

Panic can hit without warning: heart hammering, breath short, a certainty that something awful is about to happen. When it keeps happening, fear of the next wave starts deciding where you go and how you live. This is how a clinician looks at panic during an ESA evaluation.

Inside a panic attack

According to NIMH, a panic attack is an abrupt spike of fear or discomfort, at times paired with feeling you're losing control, even when nothing dangerous is going on. The body may respond with a fast heartbeat, sweating, trembling, breathlessness, dizziness, tingling hands, or pain in the chest or stomach. Attacks can even wake people from sleep.

NIMH adds that the attacks aren't life-threatening and tend to fade within minutes to roughly an hour. That's hard to believe mid-attack, and for many people the larger burden is the nonstop worry about when the next one will land.

Rule out medical causes

Panic can mimic a heart or lung emergency. If chest pain or breathing trouble hasn't been examined, see a doctor, and call 911 when symptoms are severe or brand new. An ESA evaluation isn't a medical exam, and your clinician may ask whether physical causes have already been checked.

How a pet can steady you

People who live with panic often call their animal an anchor. Tuning in to a dog's slow breathing, the weight of a cat across your knees or fur under your fingers gives the mind a place to rest while the surge passes. Afterward, caring for the animal can ease you back into the day.

Per NIH News in Health, evidence on animals and mental well-being remains limited and mixed, and an ESA doesn't treat panic disorder. NIMH points to therapy, especially cognitive behavioral therapy, and medication as the main options.

What your clinician will explore

A lone attack during one brutal week rarely carries a letter by itself; the clinician is looking for a pattern that narrows your life. Feeling unsafe, or having thoughts of ending your life? Skip the booking page: call or text 988; in an emergency call 911.

  • How frequently attacks occur and when they began
  • Places or situations you now sidestep because of them
  • Whether fear of attacks disrupts sleep, work, school or leaving home
  • What your animal does before, during or after an episode
  • Treatment so far and any medical workup of the symptoms

Where Texas housing law fits

Texas has its own fair housing statute. Section 301.025(c)(2) of the Property Code treats a landlord's refusal to bend a rule or policy as discrimination based on disability, if the change is needed for someone to fully enjoy the place they live. A sworn, written complaint can go to TWC's Civil Rights Division, but the clock runs out one year after the incident.

Not every owner is covered. Section 301.041 carves out a person renting a single-family home who owns three or fewer of them and skips using an agent, plus an owner who lives on site in a building with four or fewer households.

Federally, a HUD enforcement memo issued May 22, 2026 stopped treating untrained emotional support animals as presumptively reasonable. Each request is now judged on its particular facts, and federal policy may let a landlord charge fees for them. A landlord can ask for reliable documentation of the need. HUD and DOJ's joint 2004 statement generally stops them from pressing for your diagnosis or its seriousness, and panic attacks won't appear in the letter.

One caution. Human Resources Code §121.006, tightened by HB 4164 starting September 1, 2023, makes it a misdemeanor to claim service-animal or assistance-animal status for an animal lacking the training; the penalty can include a fine capped at $1,000 plus 30 community-service hours. That statute targets false service-animal claims and sets no ESA rules, so just call your animal what it is.

ESAs and service dogs for panic

Some people with panic disorder partner with a psychiatric service dog taught specific tasks, such as deep pressure therapy during an attack. That belongs in a separate category from an ESA, which helps through companionship and has no task training.

This site only writes ESA letters for housing. In Texas, an ESA can't follow you into shops or restaurants, and under the 2021 Department of Transportation rule carriers can classify it as a pet.

Common questions

Could panic attacks support an ESA letter?

They can, when attacks or dread of them seriously restrict your life and your animal helps. A licensed clinician decides after evaluating you.

Do I need a formal panic disorder diagnosis?

No. The clinician assesses your symptoms during the visit, and no previous records are needed.

What if panic starts during my appointment?

That's fine. Let the clinician know, take whatever time you need and keep your animal near. The conversation can pause.

Should a doctor look at my symptoms too?

Yes, if chest pain, breathlessness or dizziness haven't been examined. Panic can resemble a medical emergency, so rule that out. Call 911 for severe symptoms.

Will my ESA be allowed in the cabin on a flight from Texas?

Carriers can classify ESAs as pets under the 2021 DOT rule, so pet fees and limits usually apply. The letter is meant for housing.

Does my Texas landlord have to say yes to my ESA?

Not always. Each untrained ESA request is reviewed individually since HUD's 2026 memo, and small landlords exempt under §301.041 may not need to accommodate.
